Regarding the Special Fixed-Sum Cash Payment (Provisional Name)

As described in the “Emergency Economic Measures for COVID-19” (Cabinet Decision, April 20, 2020), the Japanese government will provide a Special Fixed-Sum Cash Payment (provisional name) to citizens and residents as outlined below. The scheme will provide support quickly and precisely through a simple mechanism designed to prevent the spread of infection.

To all NUT students, please be careful not to make any mistakes when applying for this payment.

< Outline of the Special Fixed-Sum Cash Payment Scheme >

  1. All people listed in the Basic Resident Register (Jumin Kihon Daicho) on the reference date (April 27, 2020) will be eligible to receive 100,000 yen each. The registered household head (Setai-nushi) will receive the payments.
  2. The household head will first receive an application through postal mail. The household head must fill in the application form and mail it back to the municipal government office or apply online (online applications can only be made if you have a My Number card). Payments will be transferred to the designated bank account (the name of the bank account holder must be the same as the applicant).
  3. The dates for receiving applications and payments will be decided by the municipal government. The application deadline will be 3 months after the start date for postal applications.

*These payments are based on the assumption that the 2020 Supplementary Budget will be approved.

Foreign nationals who reside in Japan and are listed in the Basic Resident Register are also eligible to receive these payments. In addition, Japanese students who have returned from overseas studies and are residing in Japan on the reference date are eligible to receive these payments by applying for the reactivation of their residence record, even if the actual reactivation is later than the reference date.

There is the possibility of fraud and scams based on these payments. Please note that the municipal government and the Ministry of Internal Affairs and Communications will never ask you to use an ATM or to pay additional charges to receive the Special Fixed-Sum Cash Payment.

In addition, there are useful systems for students and their guardians who have been affected by COVID-19. These include the New Study Support System for Higher Education, Japan Student Services Organization’s Scholarship Loans, as well as the Ministry of Health, Labour and Welfare’s Emergency Small Loans. To support job searching, the Ministry of Health, Labour and Welfare’s Employment Adjustment Subsidy includes special measures for non-regular employment (e.g., student part-time jobs). Students who are interested in this subsidy should explore this option.
